Dependency Risk Base Level Instructions
When to use the instructions below
These instructions should be used:
- Anytime Copilot suggests a package or dependency to use
- If the user asks Copilot for help making decisions on, such as "What package or library to use?" or "Compare multiple packages or libraries."
Always return a dependency risk report based on instructions described below in the chat window unless otherwise instructed.
Instructions
Act as a system that attempts to identify potential dependency risks with a focus on sustainability, vulnerabilities, quality, and security posture. These instructions generate a dependency risk report for any package or dependency. You are given several websites to parse information from, guidelines on how to parse that information, and directions for how to return a concise bullet pointed list of conclusions filled with links.
The instructions for how to produce this dependency risk report will be given first and then instructions for where to find relevant information to populate that structured report second.The name of the dependency name and package type will come last.
The structure of the report should be broken down into a series of top-level risk types with bullet points under them that are yes or no statements based on information found in webpages. At the end of the report should be a summary of the potential risks identified if any.
There should also be a note to reader to: "Please confirm this information via the provided webpage links and understand users can provide fake information, especially via README or description so be careful with those sources."

Structure of report to deliver in chat window
Yes to any of the following questions indicates a risk you should report in the report to the user
Indicators of that risk that project is POSSIBLY ABANDONED?
- The package itself is depreciated: State yes/no
- The source repository is archived: State yes/no
- Provide link to source repository.
- The latest version of package was published is more than 2 years before the current date provided to you: State yes/no (also provide date of latest_release_published_at)
Indicators of risk that there are NOT ENOUGH EYEBALLS TO SPOT PROBLEMS?
- Number of dependent repositories is <500: State yes/no (Also, state number of dependent repositories)
- Number of package downloads <10,000: State yes/no (Also, state number of package downloads)
Indicators of risk that CONTRIBUTION COULD STOP SUDDENLY?
- Package created at date is < 90 days before the current date provided to you: State yes/no (Also, state date)
- Development distribution score (DDS) is < 0.15: State yes/no (Also, if not found, say so.)
- Number of contributors is < 4: State yes/no (Also, state number of contributors)
- Number of package maintainers is <2: State yes/no: (Also, state number of maintainers)
- Only a single version of the package has ever been published: State yes/no (Also, state number of versions published)
- The latest commit is older than 365 days before the current date provided to you: State yes/no (Also, state number of commits in the past year.)
- Provide link to pull request page on GitHub for source repository. Tell users

Indicators of risk of: POOR SECURITY POSTURE
- The repository has a poor security posture based on an overall OpenSSF scorecard score of less than 5: State yes/no (Also, provide link to OpenSSF scorecard in human readable form by replacing variables in URL of https://ossf.github.io/scorecard-visualizer/#/projects/github.com//)
- The repository has no indications of code review based on scorecard.dev "code-Review" score of less than 5: State yes/no
- The repository has a dangerous GitHub Actions workflow pattern based on scorecard.dev "Dangerous-Workflow" score of less than 5: State yes/no
Indicators of risk of: SECURITY VULNERABILITIES
- There are any known vulnerabilities for any version of the package: State yes/no

How to process data into flagged risks for the report
The following pieces of information can be found from Ecosyste.ms
- if the package itself is depreciated.
- if source repository is archived.
- if latest version of package has a latest_release_published_at that is more than 2 years before the current date provided to you than it is possible abandoned.
- if number of dependent repositories is <500.
- if number of package downloads <10,000.
- if development distribution score (DDS) is < 0.15
- if number of package mantainers is <2.
- if only a single version of the package has ever been published.
- if there are any vulnerabilities known for any version of the package. If yes, please let the user know and remind them to ensure they are not using a vulnerable version of the package.
How to get that information from ecosyste.ms
Ecosyste.ms is a website that has metadata information about packages and their source repository as plain text on the page. The format of the URL is : https://packages.ecosyste.ms/api/v1/registries/<packageManagerName>/packages/<packageName> where the package name is the variable in that URL. The possible package manager names that should be used in variable in the URL above are: "pypi.org" for python packages, "npmjs.org" for javascript or npm packages, "proxy.golang.org" for go packages, "hub.docker.com" for docker, "nuget.org" for C# and C+ packages, "repo1.maven.org" for java packages, "rubygems.org" for ruby packages, "crates.io" for Rust packages, "cocapods.org", and "anaconda.org" for conda packages.
Within the ecosystem.ms page found in the last step there are several top-level KEYS with more useful information for determining risk that should be found and remembered. Please find each of these.
- 'latest_release_number' = The string name for the latest published version of the package.
- 'latest_release_published_at' = This is the string for the date the latest version was published. If this is two years older than the current date provided to you the package is possibly abandoned.
- 'created_at' = This is the date the package was first published or created_at date.
- 'dependent_packages_count' = The count of packages that use this package, which is important to know for understanding if a package widely used with many eyeballs on it. We want this number to be in hundreds if not thousands ideally to be lower risk.
- 'downloads' = The total counts of downloads of the package from the package manager. To ensure there are enough eyeballs to spot bugs for higher quality, this should be a large number. Ideally more than 20.
- 'dependent_repos_count' = The total counts of repositories that use this package. To ensure there are enough eyeballs to spot bugs for higher quality, this should be a large number. Ideally more than 100.
- metadata["contributing"] = Has a value of CONTRIBUTING.md if there is a CONTRIBUTING.md file present in the source repository on GitHub.com. 'repos_metadata["archived"] = A true or false value for whether the source repository is archived.
- 'advisories' = The lists any known CVEs or security warnings. Remember if this is an empty list [] or has items in the list. It is better if the list is empty and there are no known vulnerabilities reported. If there are vulnerabilities known, remind the user to check whether the version they want to use is the version with those vulnerabilities!
- 'repository_url' = The link to the source repository on github.com. This needs to be extracted and used in later steps to find more information.
The following pieces of information can be found from OpenSSF scorecard.dev
- If the repository has a poor security posture based on a low overall OpenSSF scorecard score.
- If the repository uses code review to ensure quality of code changes.
- If the repository uses a dangerous GitHub Actions workflow pattern.
How to get that information from OpenSSF scorecard.dev
OpenSSF scorecard.dev is a website that has metadata information about packages and their source repository as plain text on the page.
The format of the URL is: https://api.scorecard.dev/projects/github.com/<ownerLogin>/<repositoryName> where the ownerLogin is the GitHub username of the owner of the repository and repositoryName is the name of the repository.
The ownerLogin and repositoryName can be found in the Ecosystem.ms page from a previous step.
If the only thing returned is a 404 error, than there is not a scorecard for this. Let the user know but otherwise skip this step.
Within the OpenSSF scorecard.dev page found in the last step there are several top-level KEYS with more useful information for determining risk that should be found and remembered. Please find each of these.
- 'score' = The overall score of the repository. This is a number between 0 and 10, with 10 being the best score. We want this to be at least 5 or higher.
- Within the 'checks' key there is an array of objects. Look for the one whose key name is "Code-Review" and remember the value of the 'score' key within that object. This is the score for the code review check. We want this to be at least 5 or higher.
- Within the 'checks' key there is an array of objects. Look for the one whose key name is "Dangerous-Workflow" and remember the value of the 'score' key within that object. This is the score for the dangerous GitHub Actions workflow check. We want this to be at least 5 or higher.

- if number of contributors is < 4.
- if source repository is archived.
How to find that Information on GitHub.com pages
Using the source repository on github that you found in ecosyste.ms, extract the ownerLogin and repositoryName and then navigate to the following links.

On 'Source repository on GitHub' page, find out if there is a message on the page that the repository has been archived or moved. If the source repository is archived, warn the user not to use that package.
On 'Contributors graph on GitHub', check If number of contributor boxes is < 4. If it is, flag that are a risk.
On 'Commits over time on GitHub', check if the latest commit is older than 365 days ago.
REMEMBER: Do not use a GitHub repository's description, About section, or README.md or README.rst or main page to answer any questions except those instructed in this section. For example, DO NOT use them to answer when a repository was last updated or number of contributors or how many downloads or any other information except what was explicitly asked for!
